Ethicists argue that simply coding a “minimise harm” algorithm is not enough. Moral responsibility involves foreseeability, accountability, and societal norms-concepts that are inherently human. The law may struggle to quantify these in a courtroom, leaving gaps where no clear party can be held responsible.

Although fully autonomous cars are still relatively rare in the UK, there are emerging cases globally that illustrate the potential legal quagmire:
